Court Upholds TOAN’s Legal Mandate Over Tricycle Transport in Lagos State, NURTW and RTEAN Ordered to Step Aside By Dada Babajide. R. The Lagos Division of the National Industrial Court has ruled that the Tricycle Owners Association of Nigeria (TOAN) remains the only legally recognized body empowered to manage and represent tricycle transport operators in Lagos State. The decision, handed down on December 11, 2025, by Justice E.J. Essien, followed a prolonged legal dispute between TOAN and the Lagos State Government, alongside the National Union of Road Transport Workers (NURTW) and the Road Transport Employers Association of Nigeria (RTEAN). In its ruling, the court confirmed that TOAN, having been duly registered under Nigerian law, possesses the statutory authority to organize tricycle operations and safeguard the rights and welfare of its members.
